What causes the warming reaction in warming cosmetics?

What causes the warming reaction in "warming" products when they are introduced into water.

I see a high concentration of citric acid, which seems a bit much if just used as a preservative or mild exfoliant.

So which cosmetic ingrediants cause this reaction and why?

Answer:
Sensitizer
Taraxcum officinale extract: It increases solubility of fragrance oils into water.
Marjoram oil: Increases blood flow used in lotions, hair products and makeup. When you have an increase in blood flow you begin to feel a warming sensation and sometimes gives you rosey cheeks or blotching to the skin.
